William Sowden Sims (1858-1936), an American admiral born in Canada to an American father, modernized U.S. naval gunnery and commanded all U.S. naval forces in Europe during World War I, implementing the convoy system against U-boats. He served twice as president of the Naval War College and co-authored the Pulitzer-winning The Victory at Sea (1920) with Burton J. Hendrick, detailing naval operations in WWI.
