Sir Robert Cooper (born 28 August 1947) is a British diplomat and author specializing in international relations. He served as a Special Adviser at the European Commission for Myanmar (2013-2014), Director-General for External and Politico-Military Affairs at the Council of the European Union, and UK's Special Representative in Afghanistan.
